Name of the Scheme
Scheme for Financial Assistance to GIDC for development of Industrial estate for MSEs. Gujarat Industrial Policy, 2015.
Operative Period
The scheme will come into force from 10/03/2015and will remain in operation for a period of five Years. (i.e. 10/03/2015to 09/03/2019)
Objective
To promote and encourage MSEs Industrial units by GIDC which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.
Definitions
MSE Industrial Unit: MSE industrial unit means Micro and Small enterprise as defined by Government of India under the MSMED Act 2006 and subsequent amendments made there under.
Eligible Institution:
The scheme shall be operated by GIDC and the Industries Commissioner office. The other Government PSUs and Municipal Corporations can also be considered under the scheme as applicable to GIDC
Quantum of Assistance
The assistance up to 50% of allotment price fixed by SLEC will be given directly to GIDC.GIDC will subsequently pass on such concession/assistance to MSEs
Time limit for Project Completion
GIDC shall have to develop the estate within three years from the date of sanction or Procurement of land whichever is earlier. The SLEC may give approval for proposed Estate and subsequently GIDC will determine the price as per policy at the time of Allotment. GIDC will be permitted periodic increases in price after the completion of the estate subject to the approval of the SLEC.
Important things
Industrial Estate
- Industrial estate having basic infrastructure facilities like developed plot, internal roads, water distribution facilities, power distribution and such other facilities/ services as may be required developed for the establishment of MSEs to manufacture any product.
Infrastructure Facilities
Infrastructure Facilities mean bare minimum facilities required to set up MSEs and approved by implementation committee.
- Asphalt Road/ Cement Concrete Road.
- Storm Water Drainage System.
- Domestic Sewerage Collection, treatment and Disposal System.
- Streetlights.
- Open & Green Spaces.
- Water & Power Supply & distribution network at door setup of the shed.
Necessary documents
In-principle approval of the Mini Estate
- Application in prescribed format.
- Constitution of Applicant Company/Institution.
- Project Report.
- Annual Report of the promoter Company/Institution.
- Copy of Acknowledgement under Mini Estate Scheme
- Layout plan of Estate.
- Village Map of the proposed land showing Survey numbers Copy of Registration under Industry association/industrial house or Institution registered under Private sector undertaking / Cooperative undertaking / Societies Act. / Partnership Act / Companies Act / Trust Act
- Other documents as specified in application form and checklist.
Final approval
- Detailed Expenditure statements with C.A. Certificate.
- Approved Civil Engineer Certificate.
- GPCB/MoEF Clearance, if required.
- Project Completion Certificate
Procedure for sanction of assistance
In-principle approval
- Scrutiny of application submitted in prescribed format as per checklist
- Agenda will be put up for approval of State Level Empowered Committee.
- In-principle approval letter to be issued within 15 days from the date of approval.
Reimbursement
- The assistance up to 50% of allotment price fixed by SLEC will be given directly to GIDC.GIDC will subsequently pass on such concession/assistance to MSEs.
Conditions
- As laid down in para 3.0 & 6.0 as per G.R. dated.10.3.2015
- As SLEC deemed fit to ask from time to time.
