- Period of Scheme:
The scheme of assistance will come into force from 1.1.2015 and will remain in force for a period of five years
- Who will be eligible for assistance for application for Environment?
Any Existing enterprise which has filed EM-II / Udhyog aadhaar / IEM with concerned authority and is in production is eligible to apply.
The applicant enterprise has to be in operation for atleast 3 years before the date of application and for that purpose Audited Balance sheet of last three years may be provided.
- Which are the eligible activities under the scheme for assistance to Environment Management?
The eligible enterprise which Implements cleaner production Technology in place of Existing processes such as substitution & optimisation of raw material, reduction in water consumption or energy consumption or waste generation.
Moreover, any other management project with use of Clean, efficient and innovative Pollution Control Equipment is also eligible under the scheme.
- What does Cleaner Production means?
Here,Cleaner Production means;
Cleaner Production is the continuous application of an integrated, preventive environmental strategy towards processes, products and services in order to increase overall efficiency and reduce damage and risks for humans and environment.
Note:Cleaner Production is a management practise which is based on efficient and optimized way of utilizing resources so that wastes are not generated or less generated. It includes optimization / modification in the existing practise.
- The savings of resources (fuel, electricity, water, material etc. whichever is applicable) are appreciable and proven, and are reflecting in overall resource consumption after the installation, for a longer period of time.
And/or
- Reduction in emissions to air, waste water and solid wasteare appreciable and proven, and are reflecting in overall emission of wastes after the installation, for a longer period of time.
- What does Cleaner Technology means?
Here,Cleaner Technology means;
Clean Technology is comparatively a new and innovative range of products, processes and services that harness materials and energy sources in a sustainable way, dramatically reduce the use of natural resources, and cut or eliminate emissions and wastes.
Note:Cleaner Technology refers to a new technology / tailor made technology that is entirely designed to save the resources.It could be either of patented or non-patented. If the technology is patented, the eligible fixed capital investment shall also include the consulting as well as professional charges also. Any technology in the form as mentioned shall be considered as Clean Technology, provided –

- the technology is recently introduced in market (not more than 3 years from the date of application)
- in case the technology is older than three years, is not very common for all and its reach in the market is limited, on the date of application
- in case the technology is older than three years but it is considerably costlier and Return of Investment is low.
- Definitions:
(a) Project Cost: The Cost approved by State Level Implementation Committee under this resolution.
(b) Eligible Fixed Capital Investment:Eligible Fixed Capital Investment means that capital investment made in plant & machinery and equipment etc. during the operative period of the scheme
The capital investment made in plant & machinery includes auxiliary equipments, civil structure for installation and erection of plant & machinery and labour cost incurred on it. However, for the same component if any assistance is provided by any other scheme of Government of Gujarat will not be eligible as Fixed Capital Investment.
Moreover, the date of receipt of application with inward number at IC office/DIC would be considered the date of receipt of application.
- What is the time limit to apply for the scheme for assistance to Environment Management?
The applicant shall have to submit the application within 6 months from the date of completion of the activity.
Here, the date of completion of the activity can be obtained from Project Completion Certificate of the Chartered Engineer. Hence, the Project Completion Certificate of the Chartered Engineer becomes important document for considering the application.
The capital investment made in plant & machinery includes auxiliary equipments, civil structure for installation and erection of plant & machinery and labour cost incurred on it. However, for the same component if any assistance is provided by any other scheme of Government of Gujarat will not be eligible as Fixed Capital Investment.
- What happens when application is received after the time limit to apply for the scheme for assistance to Environment Management?
When application is received before the time limit to apply for the scheme for assistance to Environment Management, the application is to be considered once the date of completion of the activity for Environment Management project is completed and has obtained Project completion certificate from Chartered Engineer. This is required to be informed to the applicant.
- What happens when application is received before the time limit to apply for the scheme for assistance to Environment Management?
When application is received before the time limit to apply for the scheme for assistance to Environment Management, the application is to be considered once the date of completion of the activity for Environment Management project is completed and has obtained Project completion certificate from Chartered Engineer. This is required to be informed to the applicant.
- What happens when the enterprise in the same premise is eligible for two different activities mentioned in the scheme? How does the applicant apply in such conditions?
In case when multiple applications are made for more than one project in the same premise, under two different eligible activities mentioned in the scheme, then the State Level Implementation Committee decides whether to consider them as two different applications or a single application, hence SLIC decides accordingly for the eligible amount to be sanctioned.
The applicant may apply in different applications for the eligible two different activities mentioned in the scheme. If applied in one application, the SLIC decides accordingly to which activities the project component falls for two eligible different activities of the scheme.
- What happens when the enterprise in the same premise is eligible for either of the two activities mentioned in the scheme? How does the applicant apply in such conditions?

- What are the eligible activities and quantum of assistance?

- What are the procedure for applying, scrutiny, verification, sanction and disbursement of assistance under the scheme?
- Procedure to apply:
- Applicant unit has to apply to Industries Commissionerate office in prescribed Application Form –AF – 01 within 6 months after completion of the project along with documents (in two sets) as per Check List CL – 01.
- The expenditure statement should be as per Annexure-AX-12-A.
- Project Completion Certificate (as in format Annexure-AX-12 -B) duly certified with Chartered Engineer is the required document along with the application.
- Before implementation of the project, the real data should be maintained and provided for the period of atleast minimum one month for comparing it with the after implementation of the project.
- Procedure for scrutiny:
- Application Form should be received with relevant documents and checklist. It should be signed by authorised person.
- The scrutiny should be performed as per the documents received.
- The application date should be verified with the project completion certificate from Chartered Engineer. It should be verified that the application has been submitted within six months from the date of completion of the activity.
- The constitution/ establishment of the enterprise is to be verified with the submissions.
- The signed undertaking for not obtaining other financial assistance by GoG/ GoI scheme for same component / project.
- Check the valid EM-II / IEM / Udhyog Aadhaar of the enterprise
- Is last three year Balance Sheet of the enterprise provided? Check the Balance sheet for the proposed/ incurred expenditure, as reflected in it.
- Financial details of the project, as submitted
- Check the Chartered Accountant Statement and certificate provided
- It is to be checked that Chartered Engineer Certificate mentions the civil construction, if any.
- Justification of the comparative benefits of the implemented project.
- To check that Environment audit report by empanelled auditor approved by GPCB or the auditor approved by SLIC is enclosed with the application.
- Application with incomplete documents/details will be informed to comply with the check list requirement and follow up has to be taken up for compliance.
- On basic scrutiny of the above, opinion from Gujarat Cleaner Production Centre (GCPC) is to be taken as per clause 3.4 of the GR.
- Moreover, opinion from DIC/IC office(or concerned office) is to be taken, about any assistance/benefit, availed or not, in any other scheme of State Government for the project component of the mentioned in the application of the applicant.
- Procedure for Physical Verification:
- Physical Verification is to be carried out after submission of all requisite documents/ details.
- Officials from GCPC and IC/DIC will visit the plant to verify the implementation made in the plant as per
- Bills related to capital investment made in plant & machinery including auxiliary equipment, civil structure and labour cost to erect the installation.
- Supporting documents to show the savings in natural resources / reduction in waste emission after implementation of project, such as electricity bills, fuel bills, water bills etc.
- Note: It is crucially important to physically check the working of plant & machineries and the savings in natural resources / reduction in waste emission/generation and considerable results must reflect from the supporting documents, else the application cannot be considered for sanctioning.
- The physical verification report format is as per Annexure- I.R-12
- The physical verification report is to be submitted within a week from the date of physical verification.
- If still any real time information or any other details are awaited then follow up for next fifteen days is to be carried out by verification team.
- The physical verification report is to be submitted to State Level Implementation Committee for further process.
- Procedure for Sanctioning the application:
- The application along with all complied and requisite documents/information is to be taken up as Agenda item to be put up before the State Level Implementation Committee.
- The assistance will be sanctioned by the State Level Implementation Committee constituted as under (as per GR)

- Procedure for disbursement to the sanctioned application:
- As per the sanction application, priority list is to be prepared for disbursement of approved assistance by SLIC.
- Accordingly, disbursement of the assistance is to be made through RTGS/NEFT/e-payment.
