Assistance to GIDC for developing multi-storeyed Sheds in saturated estates for MSEs

  1. Name of the Scheme
    Scheme for Financial Assistance Assistance to GIDC for developing multi-storeyed Sheds in saturated estates for MSEs., Gujarat Industrial Policy, 2015
  2. Operative Period
    The scheme will come into force from 10/03/2015and will remain in operation for a period of five Years. (i.e. 10/03/2015to 09/03/2019)
  3. Objective
    To promote and encourage MSEs Industrial units by GIDC which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.
  4. Definitions
    Industrial estate having basic infrastructure facilities like developed Plot, internal roads, water distribution facilities, power distribution and such other Facilities/ services as may be required developed for the establishment of MSEs to Manufacture any product.
  5. Quantum of Assistance
    GIDC will construct multi-storeyed structure having shed size around 50 Sq.Mts (500 Sq. Fts.) with adequate infrastructure like electricity connection, water, drainage and sanitation, Lift for transport of materials and Man Power etc. After the completion of the building GIDC will allot the sheds as per the allotment procedure mentioned in para 4 of this resolution. GIDC will fix the price per Sq.Mts. or Sq.Fts by adding all the expenditure incurred for development of plot including infrastructure and overheads as per the prevailing policy of GIDC along with the re-fixation of upset price of land at the point of fixation of price. The assistance up to @ 50% for the development of project will be given directly to GIDC.GIDC will pass on such assistance on pro rata basis to MSEs.
  6. Time limit for Project Completion
    The MSEs shall have to continue its production for five years from the date of production. If unit fails to comply this condition, the GIDC shall take possession of plot/ Shed and transfer it to another MSEs. The Industrial unit shall be given their original amount after deducting the outstanding charges if any.
  7. Important things

    Infrastructure Facilities
    Infrastructure Facilities mean bare minimum facilities required to set up MSEs and approved by implementation committee.
    • Asphalt Road/ Cement Concrete Road.
    • Storm Water Drainage System.
    • Domestic Sewerage Collection, treatment and Disposal System.
    • Streetlights.
    • Open & Green Spaces.
    • Water & Power Supply & distribution network at door setup of the shed.

    Necessary documents
    (1) In-principle approval of the Mini Estate
    • Application in prescribed format.
    • Constitution of Applicant Company/Institution.
    • Project Report.
    • Annual Report of the promoter Company/Institution.
    • Copy of Acknowledgement under Mini Estate Scheme
    • Layout plan of Estate.
    • Village Map of the proposed land showing Survey numbers Copy of Registration under Industry association/industrial house or Institution registered under Private sector undertaking / Cooperative undertaking / Societies Act. / Partnership Act / Companies Act / Trust Act
    • Other documents as specified in application form and checklist.

    (2) Final approval
    • Detailed Expenditure statements with C.A. Certificate.
    • Approved Civil Engineer Certificate.
    • GPCB/MoEF Clearance, if required.
    • Third Party Quality Assurance( TPQA) Certificate
    • Project Completion Certificate
  8. Procedure for sanction of assistance
    In-principle approval
    • Scrutiny of application submitted in prescribed format as per checklist
    • Developer is to be called for presentation after receipt of application.
    • Agenda will be put up for approval of State Level Empowered Committee.
    • In-principle approval letter to be issued within 15 days from the date of approval.

    Reimbursement
    • The assistance up to @ 50% for the development of project will be given directly to GIDC. GIDC will pass on such assistance on pro rata basis to MSEs
  9. Conditions
    • As laid down in para 4.0 & 6.0 as per G.R. dated.10.3.2015
    • As SLEC deemed fit to ask from time to time.
