Assistance to Apparel Training Institutions and Trainees

  1. Name of the Scheme

    Assistance to apparel Apparel training institutions, Training centers, Trainers and Trainees for Eligible Acuities & Quantum of Assistance for Apparel related production.

    • Setting of Training Institutions: Assistance upto 85% of project cost excluding land cost subject to max Rs.3 crores.
    • Up gradation of facilities in Industrial Training Institutes (ITI’s): One time grant of Total cost of additional equipments required.
    • Assistance to Training Centers : Assistance upto 50% of investment towards purchase of equipments and machinery (including installation cost), electrifications and necessary furniture subject to a unit of Rs. 20 Lacs per centre.
    • Reimbursement of tuition fees to trainees : Assistance @50% of total fees charged by institutions subject to limited to Rs. 7000/- per trainee for training of minimum 15 days (120 hrs) duration course in apparel production in institutions approved by the State Level committee. Training institutes promote under the scheme to get benefit upto 10 years commissioning.
    • Assistance for training to training to Trainers : Financial Assistance by way of reimbursement of training cost maximum Rs. 7000/- per trainer per week to approvedat other institutions. The training period should not be more than four weeks.

    3.1 Application Form As per Annexure – 1

    3.3 Procedure for sanction
    • The proposal as per the above checklist should be submitted to the respective District Industries Centers (DICs).
    • On receipt of application with all documents mentioned in check list, the physical inspection will be carried out by DIC for the following purpose.
      • Whether the Institute has ownership/ possession of land/ building, as per the requirement of proposed courses?
    • The above inspection will be completed within 15 working days and report will be submitted within 10 working days to the Industries Commissioner, who in turn will submit to the State Approval Committee.
    • The State Level Committee will approve the incentives as applicable under the Scheme.
    • The Textile branch will convey the decision about the decision of the Committee about approval/ non-approval to the applicant, within 7 working days after approval of the minutes of the meeting.
    3.4 Procedure for Disbursement
    • After installation of equipments, reimbursement claim will be submitted by the Training Center to the concerned District Industries Center.
    • On receipt of application with all documents mentioned in check list, the physical inspection will be carried out by DIC for the following purpose.
      • Whether the Institution has started providing training?
      • Whether the Institution provides the proposed infrastructure facilities?
    • The General Manager, DIC will forward the application along with inspection report and recommendation to the salt and textile branch of Industries Commissionerate. (Time limit: 15 working days).
    • On receipt of above report, Textile branch shall issue disbursement order to Account branch of Industries Commissionerate, subject to availability of grant. (Time limit : 15 working days)
    • Account branch will prepare the bill & present it before Treasury. (Time limit: 7 working days)
  4. Assistance to Apparel Training Center   Para 9.2.3
    4.1 Who is eligible for assistance?
    • Any Training Center, which intends to provide training in sewing and other tailoring related activities, set up by different institutions, NGOs and private entrepreneurs and registered by Directorate of Employment & Training (DET) and intending to establish new training centers to provide training for different skills of apparel production.
    • Any other promoter/ institute intending to establish new training centers to provide training for different skills of apparel production.
    4.2 Assistance available
    • 50%, subject to a limit of Rs. 20 lacs per center, of their investment towards purchase of equipment and machinery (including installation cost), electrification and necessary furniture.
    • The training centers will be required to provide training as per the norms of MES/AEPC or State Level Committee/ Anchor Institutions.
    • The Institution/Training centre shall create mechanism for assessment of trainees either in line of MES,GCVT or third party assessment body or Institutions empanelled as decided by SLAC from time to time

    4.5 Procedure for sanction
    • The proposal as per the above checklist should be submitted to the respective District Industries Centers (DICs).
    • On receipt of application with all documents mentioned in check list, the physical inspection will be carried out by DIC for the following purpose.

  5. Assistance for training to Trainers Para(9.2.5)
    5.1 Assistance available
    • Reimbursement of training cost with maximum limit of Rs.7000/- per trainer per week,
      • Reimbursement of training cost with maximum limit of Rs.7000/- per trainer per week
      • At 50% in case of trainers attending other institutions
    5.2 Other Conditions
    • The training period should not be more than four weeks.
    • The training will be conducted in the institutions approved by the State Level Committee/ Anchor Institutions.
    • The support will be available through institutions/ centers approved by the State Level Committee only for first three years from the date of start of actual operation
    5.3 Application Form

    As per Annexure – 1 for approval of courses by the Institutions/ Centers.
    As per Annexure – 2 for reimbursement of training cost.

    5.4 Check List

    5.5 Procedure for approval of course
    • The application for approval of course to be conducted by the institution/ center will be submitted to concerned District Industries Center.
    • The General Manager, DIC will scrutinize the application and submit the application to Textile branch of Industries Commissionerate, with recommendation.(Time limit: 15 working days).
    • The branch will submit the application to Anchor Institutions for their evaluation and suitable recommendation. (Time limit: 10 working days).
    • The Anchor Institutions will evaluate and submit to the branch, which in turn will submit to the State Level Committee for approval. (Time limit: 15 working days).
    • The Textile branch will convey the decision about the decision of the Committee about approval/ non-approval to the applicant, within 7 working days after approval of the minutes of the meeting.
    5.6 Procedure for reimbursement of training cost
    • The application for reimbursement will be submitted to General Manager, District Industries Center (DIC).
    • The respective DIC will evaluate the proposal received and send the evaluation with recommendation to Textile branch of Industries Commissionerate. (Time limit: 15 working days)
    • On receipt of above report, Textile branch shall issue disbursement order to Account branch of Industries Commissionerate, subject to availability of grant. (Time limit : 15 working days)
    • Account branch will prepare the bill & present it before Treasury. (Time limit: 7 working days)
  6. Reimbursement of tuition fees to Trainees (para 9.2.4)
    6.1 Other Conditions

    • The tenure of the training, syllabus and tuition fees will be prescribed by the State Level Committee/ Anchor Institutions.
    • The support will not be available to those trainees availing any other similar support provided by State Government.
    • The support will be available through institutions/ centers approved by the State Level Committee only for first three years from the date of

    6.4 Procedure for sanction and Disbursement
    • The institutions/ centers will invite application from applicant trainees in Application Form (Annexure – 1) The committee constituted by concerned General Manager, DIC will carry out the selection of the trainees based on education qualification and experience.

    • The respective District Industries Centre shall verify the attendance roll and fees collected from trainees and will forward a report with opinion of General Manager to Industries Commissionerate. (Time limit: 15 working days)
    • On receipt of above report, Textile branch shall issue disbursement order to Account branch of Industries Commissionerate, subject to availability of grant. (Time limit : 15 working days)
    • Account branch will prepare the bill & present it before Treasury. (Time limit: 7 working days)
