  1. Name of the Scheme

    Scheme for financial assistance by way of Net VAT Reimbursement to MSMEs, Large, Mega & Ultra Mega Industrial Undertakings.

  3. Objective:

    To attract increased investments to the state in the manufacturing sector to create more employment opportunities, for balanced regional growth and inclusive development of the state.

  4. Operative period :

    The scheme of incentive has come into force from 25/07/2016 and will remain in force for a period of five years, i.e. 24/07/2021.

  5. Who will be eligible?

    This scheme shall be applicable to a new industrial Undertaking, or an existing Industrial undertaking that undertakes expansion, and which commences the commercial production during the operative period of the scheme (i.e. Between 25/07/2016 to 24/07/2021)

  6. Pattern of assistance :
    • The percentage of eligible fixed capital investment entitled for incentive, the percentage of net VAT for reimbursement, and the period from the date of availmentof incentive shall be as prescribed in the table below:

    • For projects of Government Department/Body/Agency,the State Level Export Promotion Committee (SLEPC) may consider full funding of the project on merits.
  7. General condition for availing Incentive :
    • An industrial undertaking eligible for reimbursement of Net VAT shall be considered as a normal dealer under the Gujarat Value Added Tax Act, 2003 and the rules made thereunder. The incentive shall be available in the form of reimbursement only.
    • The eligible industrial undertaking shall manufacture the goods on its own for which it is eligible for incentive.
    • The eligible industrial undertaking shall remain in production during the incentive period.
    • The eligible industrial undertaking shall have to make e-payment and submit e-returns.
    • Net VAT reimbursement in GST Regime:
      • Necessary modifications will be made in order to maintain the same quantum of incentives as available under the existing VAT regime, subject to conditions as may be decided by the state government, and the decision of the state government shall be final.
      • The industrial undertaking shall be reimbursed the eligible incentive up to the extent of the State GST paid on intra-state sale, subject to the tax actually realized in the government treasury, within the overall ceiling of eligible amount and period.
    • The incentives granted under the scheme shall be subject to the following conditions. In case of any breach of one or more of these conditions, the incentives given under the scheme shall be liable to be recovered as an arrear of land revenue or in any other appropriate manner the government may deem fit.
      • An industrial undertaking that has availed incentive under the scheme shall be required to employ persons domiciled in Gujarat to the extent of at least 85% of its total number of employees. The employment of persons domiciled in Gujarat in managerial and supervisory capacity shall not be less than 60% of the number of persons employed by the enterprise in managerial and supervisory capacity, subject to the requirement of employing at least 85% of the total number of employees from persons domiciled in Gujarat. The industrial undertaking shall be required to submit a list of persons employed and such other information required for verification of having satisfied this condition, before the sanction of incentives under the scheme.
      • An industrial undertaking that has availed similar incentive as provided under this scheme under any other scheme of the state government shall not be eligible for the incentive under this scheme.However, the industrial undertaking may avail similar incentives under a scheme of the central government.
      • Any investment made by an existing industrial undertaking for renovation, modernization, rehabilitation, or rationalization will not be eligible for incentive under this resolution.
      • An industrial undertaking that has availed incentive under this scheme shall install and effectively operate and maintain pollution control measures as per the standards prescribed and approved by the competent authority in this regard.
      • An industrial undertaking that has availed incentive under this scheme shall be required to remain in production continuously till the expiry of the eligible period of incentive. However, if production is discontinued due to reasons beyond the control of the management, the sanctioning authority may condone the period for which production is discontinued after due verification of details and reasons for discontinuation of production and after satisfying itself to the same.
      • The industrial undertaking shall furnish to the Industries Commissioner/General Manager, District Industries Centre information regarding production and employment for each financial year within 60 days of the close of the financial year. It shall also furnish information on such other matters that the state government may require from time to time.
  8. Standard Operating Procedure :
    1. Registration

      An industrial undertaking eligible for incentive under this scheme shall apply for provisional registration to the concerned District IndustriesCentre in case of micro, small and medium project, and to the Industries Commissioner in case of large, mega and ultra mega project, in the prescribed format, during the operative period of the scheme.

    2. Provisional Eligibility Certificate for 20% net VAT reimbursement

      The industrial undertaking having registration shall submit an application for the provisional eligibility certificate after commencement of commercial production.

      1. The industrial undertaking shall have to submit a certificate from a Chartered Accountant in respect of the investment made in the project up to the date of commencement of commercial production to General Manager, District lndustries Centre for MSMEs and Industries Commissioner for large, mega and ultra mega project.

      2. In case of MSME, the General Manager of District Industries Centre, and in case of other industrial projects the Industries Commissioner, shall issue within thirty days of the date of receipt of application a Provisional Eligibility Certificate for the purpose of reimbursement of net VAT incentive for an amount of 20% of the gross fixed capital investment as on the date of commencement of commercial production as submitted by the industrial undertaking.

      3. The industrial undertaking shall be entitled to claim Net VAT reimbursement incentive under this resolution based on the Provisional Eligibility Certificate

    3. Final Eligibility certificate
      • On completion of the project, the industrial undertaking will submit all the information details as required by the authorized officer.

      • The industrial undertaking shall have to submit a certificate from a Chartered Accountant in respect of investment, particulars of local employment, and the applicable certificate from GPCB to General Manager, District Industries Centre for MSMEs and Industries Commissioner for large, mega and ultra mega project.

      • The lndustries Commissioner/General Manager shall constitute an Asset Verification team to verify the investment details. The Assets Verification report of the team shall be placed before the sanctioning authority.

      • The final eligibility of incentive shall be approved by the sanctioning authority. Thereafter, the final Eligibility Certificate for availing Net VAT incentive shall be issued by the Industries Commissioner/General Manager.

  9. Release of net VAT reimbursement Incentives :

    Net VAT incentive to be reimbursed to the industrial undertaking in one financial year will not exceed one-tenth of the total amount of eligible incentive, subject to a maximum amount in a financial year as below:

Assistance of Capital and Interest Subsidy for MSMEs (except service enterprise)

  3. Who will be eligible?
    • The Enterprise registered as an industrial unit under MSME Development act, 2006 with respective DIC as manufacturing enterprise.
    • For setting up new enterprise during operative period of the scheme such enterprise has to commence production during the operative period.
    • For carrying out expansion or diversification by existing enterprise with investment in fixed capital more than 50% of its existing gross fixed capital investment as on date of initiation of expansion/diversification. However, such investment should be minimum 60% only in plant and machinery. Such expansion/ Diversification should have been completed and it should commence production during the operative period.
    • For carrying out Modernization of existing unit with investment in plant –machinery and equipment by more than 25% of its existing gross fixed capital investment, such modernization should be carried out by way of adopting new technology/ production process and/or improving quality of products.
    • One expansion/diversification and one modernization during operative period is eligible to new unit set up during operative period of the scheme. Similarly, one expansion/ Diversification and one Modernization during operative period shall be eligible to existing enterprises as on 1st January 2015.
    • Old & second hand machinery will not be eligible for assistance.
  4. Assistance Available

    4.1 Capital Investment subsidy for Manufacturing Enterprises:

    • Capital Investment subsidy will be eligible only on Loan Amount disbursed by the Bank/Institution.
    • In Municipal Corporation Areas: Subsidy @ 10% of term loan amount disbursed by the bank/ Financial Institution with maximum amount of Rs.15 lakhs
    • Area Outside Municipal Corporation limit: Subsidy @ 15% of term loan amount disbursed by the bank/ Financial Institution maximum amount of Rs.25 lakhs.

    4.2 Interest subsidy for Manufacturing Enterprise:

    • Enterprise which has obtained first disbursement during the operative period of the scheme will eligible for the assistance.
    • Interest Subsidy will be reimbursed after payment to the Bank/Institution

    • In all maximum rate of interest subsidy shall not exceed 7% in municipal corporation areas and 9% in other areas.
  5. Conditions for the Capital Investment subsidy
    • Enterprise which has obtained first disbursement during the operative period of the scheme will eligible for the assistance.
    • In case term loan is sanctioned after one year from the date of commencement of commercial production, such enterprise will not eligible for subsidy under the scheme.
    • The Unit shall have to continue production at least for 5 years from the date of commencement of commercial production, and if, it fails to do so than subsidy already been disbursed will be recovered as land revenue arrears.
    • Total quantum of Capital Subsidy (State + Central) in any case shall not exceed the total loan amount disbursed by the bank/Financial Institutes.
  6. Conditions for the Interest subsidy
    • Enterprise shall have option for date of availment of interest subsidy either from the date of first disbursement of the loan or from the date of commencement of commercial production. This opted date will be final and period of 5 year will start from that date.
    • The interest subsidy will be reimbursed to the enterprise who pays regular installments and interest there of to the financial institution. If the enterprise becomes defaulter for any period, it will not be eligible for reimbursement of interest subsidy for that default period.
    • In case term loan is sanctioned after one year from the date of commencement of commercial production, such enterprise will not eligible for Interest subsidy under the scheme.
    • Total quantum of Interest Subsidy (State + Central) in any case shall not exceed the total loan amount disbursed by the bank/Financial Institutes
  7. Other Conditions for Capital Investment / Interest Subsidy
    • The enterprise has to apply to concerned DIC in prescribed format with documents as specified in check list.
    • The application should be submitted within one year from the date of first disbursement of term loan or on the date of commencement of commercial production whichever is later.
    • First commercial sale bill will be the date of commencement of commercial production.
    • The enterprise shall have to obtain NOC from Municipal Corporation for doing the business, if enterprise located in the Municipal Corporation area.
    • Subsidy will be reimbursed only after the commencement of commercial production of the enterprise.
    • For the purpose of assistance under this resolution, the investment made in Gujarat shall be clubbed to decide the status of MSME.
    • The enterprise shall have to file information about annual production, sales, power consumptions and such other details as may be called for by DIC. (for each year ended on 31st March regularly).
    • The enterprise will have to employ at least 85% of the total employment and 60% of supervisory and managerial employment from local persons.
    • The enterprise has to give undertaking on his letter head singed by authorized signature to confirm that all Government dues are paid as on date.
    • Enterprise will have to observe pollution control measures as prescribe by GPCB or other competent authority.

Assistance for reimbursement of CGTMSE fees for Micro and Small enterprises

    Assistance as reimbursement @100% annual service fees paid to Bank / Financial institution for collateral free term loan under CGTMSE, for the period of five year.

    • For setting up new service enterprise during operative period of the scheme such enterprise has to start the service activity during the operative period.

    Interest subsidy for Service Enterprise

    • Enterprise which has obtained first disbursement during the operative period of the scheme will eligible for the assistance.
    • Interest Subsidy will be reimbursed after payment to the Bank/Institution
    • New MSME Service Sector having investment in machinery and equipments more than Rs.5 lakhs as listed in annexure -1 of the GR will be eligible for Interest subsidy @ 5% of term loan for Machinery & Equipment with Maximum limit of Rs.25 lakhs per annum, for period of 5 years.
    • 1% additional interest subsidy, if enterprise is set up with required equity contribution for the project @100% by youth/s having age less than 35 years as on the date of sanction of the term loan.
    • 1% additional interest subsidy, if enterprise is set up by with required equity contribution for the project @100% by SC/ST/Physically Challenged and Woman Entrepreneurs.
    • Maximum quantum of interest subsidy shall not exceed 7%.
    • The assistance will be available to enterprise set up any where in the State with permission from appropriate local authority.

  3. Who is eligible to get the benefit ?
    The Enterprises engaged in manufacturing activity and registered as an industrial unit under MSME Development act, 2006 with respective DIC. (Excluding Renewal Charges of certification).
  4. Eligible Expenditure
    • An eligible enterprise incurring expenditure for acquiring quality certificates such as ISI/WHO/GMP/Hallmark Certification and others National and International certification approved by Quality Council of India(QCI) ERP & ISO certification will be eligible for each.(Excluding Renewal charges of certification)
    • The eligible expenditure will include:
      • Fees charged by certification agency
      • Enterprise resource planning (ERP) system services provider approved by Industries Commissionerate.
      • Cost of testing equipments as required for certification.
      • Calibration charges of equipments
      • Consulting fees charges for obtaining ISO certification (excluding travel, hotel & surveillance charges)
      • ERP module is installed, shall having certificate for facility of product planning, material purchasing, inventory control, distribution, accounting, marketing, finance services and H.R.(All facility are to be attached by networking with server linkages)
  5. Assistance available
    • The enterprises would be eligible for assistance under the each scheme mentioned as under collectively or individually.
    • 1. ERP System:-

      50% of capital cost for installing ERP system of approved ERP services provided by Industries Commissionerate subject to a maximum amount of Rs. 50,000/-.

      2. ISO Certification:-

      50% assistance for Consulting fees charges of obtaining ISO certification maximum amount of Rs.50,000/- .

      3. National and International certification:-

      50% of all charges up to a maximum amount of Rs.5 lakhs paid for the WHO GMP, Hallmark Certification and others national and international certification.

      50% of cost of testing equipments and machinery required and purchased before of quality certification totalling up to maximum amount of Rs.10 lakhs enchased up to the date of certification or operative period whichever is earlier.

    • 50% of fees payable to recognized international certification authority
    • This scheme is supplementary to such scheme of GoI. However, in no case total assistance from GoG and GoI should exceed more than actual expenditure incurred by MSME for said purpose

  8. Procedure
    • The unit will have to apply to concerned DIC in prescribed format for assistance along with documents as specified in check list, within one year from the date of issue of quality certificate or installation of ERP system.
    • On receipt of application with all details, DIC will carryout inspection for verification of document and eligible expenditure. The inspection will be completed within 15 working days.
    • DIC GM will scrutinize the inspection report and will sanction /reject the application within 10 days.
    • After issuance of sanction letter payment will be made within 10 days, subject to availability of grant

    An new enterprise with new technology, existing enterprise will also eligible for new product or for improvement of production process, Such MSMEs intending to acquire technology for a specific product/ process

    Grant at the rate of 50% of cost of technology acquisition, including royalty payments for first two years, subject to maximum of Rs.50 laths technology.(Assistance will not available for the purchase of plant & machinery or equipments.)

  7. Procedure
    • The enterprise shall have to obtain prior approval of industries commissioner after signing MOU with technology provider
    • The enterprise shall have to apply to the Industries Commissioner in prescribed format for assistance along with documents as specified in check list.
    • In case of application received complete in all respect, the Industries Commissioner will prepare an agenda note to be submitted before State Level Implementation Committee (SLIC) within 20 working days and sanction/rejection letter will be issued within 10 working days from the date of approval of minutes of the SLIC Meeting.
    • After issuance of sanction letter the enterprise will initiate to transfer the technology.
    • After the technology transfer the enterprise will apply for disbursement of the technology acquisition expenses along with detail of the expenditure.
    • The Industries Commissionerate verify the claim and outcome/result obtained due to adoption of the technology and disburse the amount

  3. Who is eligible?
    Any organization, institution, individual or industrial unit can obtain assistance for obtaining patent national/international as per national/international rules and regulations.
  4. Assistance Available
    Assistance of up to 75%of expenditure incurred for obtaining patents, subject to maximum of Rs. 25 lakhs within the operative period of the scheme
  5. Other Conditions
    Fees paid to patent attorney and patent service centre, patent registration and equipment purchased to develop patent will be eligible (excluding travel, hotel charges) for obtaining patent registration.

  8. Procedure for sanction
    • The applicant shall have to apply, with required document as mentioned in the check list, to the office of the Industries Commissioner within 12 months from the date of publication of patent by the patent office.
    • On receipt of application, the Industries Commissioner will scrutinize the application and quarry letter will be issued within 7 working days for incomplete application.
    • In case of application received complete in all respect, the Industries Commissioner will prepare an agenda note to be submitted before State Level Implementation Committee (SLIC) within 20 working days and sanction/rejection letter will be issued within 10 working days from the date of approval of minutes of the SLIC Meeting.
  9. Procedure for disbursement
    • On receipt of the sanction letter, the concerned IC / DIC will make physical verification of the applicant and expenditure statement for obtains the patent within 15 working days.
    • IC / DIC will issue the disbursement order within 10 working days.
    • The amount will be disbursed to the applicant within 10 working days, subject to the availability of grant
    • The amount of assistance will be disbursed as follow:
    • 50% assistance will be disbursed after the patent office publishes the patent.
    • 50% assistance will be disbursed after the patent office issued the paten to the applicant.
    • The expenditure of the equipments will be considered up to the date of filling the patent.

    • The existing as well as new enterprise taking action for saving in consumption of Energy and Water will be eligible for assistance under this scheme
    • The Enterprises which are registered as an industrial unit under MSME Development act, 2006 with respective DIC are eligible to get benefit
  4. Assistance Available
    • 75% cost of energy/water audit conducted in a unit by a recognized institution/consultant subject to a limit of Rs. 50,000.
    • 25% of cost of equipment subject to maximum Rs. 20 lakhs per project. Only one time assistance will be eligible during the operative period of the scheme
  5. Conditions
    • The assistance on cost of equipment will be eligible subject to the condition that saving in energy / water minimum by 10% of average monthly consumption of previous 12months before audit.
    • Even after taking all steps as mentioned above for efficient use of energy/water, if consumption is increasing with reference to increase in productionthan such claim will be examined separately by the committee to be constituted by Industries commissioner

  8. Procedure
    • The unit will have to apply to office of the Industries Commissioner, along with a copy to concerned DIC, in prescribed format for assistance along with documents as specified in check list, within One Year from the date of installation of equipments for energy/ water conservation.
    • DIC will verify and will work out eligible expenditure and quantum of assistance within 15 days from the date of receipt of application and submit the evaluation report to the office of Industries Commissioner
    • The application will be put up before the State Level Committee for approval/ rejection within 25 working days.
    • The amount will be disbursed to the applicant within 10 working days after approval of the minutes of the SLC meeting, subject to the availability of grant.

  8. Procedure for sanction
    • The application shall be submitted online within 2 months from the last date of participation in the international trade fair out side of India with all the relevant documents as mentioned in checklist.     • On receipt of application with all required documents, DIC will verify the details, scrutinize the application and will do inspction of evidence regarding the trade fair.
    • After receipt of report from Inspector, General manager, DIC will varify & scutinize that inspection reports and then after issue the sanction letter to applicant.

    • After receipt of report from DIC, Industries Commissionerate will scrutinize the application report and prepare an agenda notes to put up the case before the State Level Implementation Committee (SLIC).
    • SLIC will sanction the incentives as applicable under the Scheme.

    Scheme for Financial Assistance to developing readymade sheds in Mini Estate, By Private Developer, Gujarat Industrial Policy, 2015.
  2. Operative Period
    The scheme will come into force from 10/03/2015and will remain in operation for a period of five Years. (i.e. 10/03/2015to 09/03/2020)
  3. Objective
    To promote and encourage Mini Estate by Private Institutions which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.
  4. Definitions
    Mini Estate
    • Mini Estate is an industrial estate having basic infrastructure facilities like developed Plot, internal roads, water distribution facilities, power distribution and such other Facilities/ services as may be required developed for the establishment of MSEs to Manufacture any product.
  5. Quantum of Assistance
    The assistance @50 % of the total cost of land, building and other infrastructure facilities will be given to private developer with the conditions as para: 4.3 as per G.R. dated.10.3.2015
  6. Time limit for Project Completion
    The size of the shed shall be around 50 Sq.Mts. (500 Sq.fts.) The size of the mini estate shall not be more than 2 Hectare If the developer does not find any buyer for vacant shed, the same can be disposed after the period of two years from the date of allotment to first MSE allotted or the completion of infrastructure facilities whichever is later. With prior Approval of industries commissioner.

  9. Procedure for sanction of assistance
    (1) In-principle approval
    • Scrutiny of application submitted in prescribed format as per checklist
    • Developer is to be called for presentation after receipt of application.
    • Agenda will be put up for approval of State Level Empowered Committee after presentation if finds eligible.
    • In-principle approval letter to be issued within 15 days from the date of approval.
    • After completion of industrial park Benefit of the stamp duty and other reimbursement after approval by the SLEC, and as per availability of government grant.
    (2) Reimbursement
    • The assistance under the scheme shall be disbursed to private developer @25 % of the cost of Shed as per the sale of individual Shed and after the Commencement of the production by MSEs; the remaining assistance would be given to private developer.

  4. Assistance Available
    4.1 Assistance in Rent to MSEs
    • The assistance @ 50% of rent paid or Rs. 50,000/- per annum, whichever is less in Municipal Corporation area and area under the Urban Development Authority.
    • The assistance @ 50% of rent paid or Rs. 25,000/- per annum, whichever is less except mentioned in 1 above.
    • The assistance will be provided for three years.
  5. Conditions for the Capital Investment subsidy
    • The assistance will be provided in industrial zone or commercial zone.
    • The building should be authorized and must have taken all the necessary permissions from the competent authority.
    • The rent deed or lease deed of building should be in the name the owner of the building.
    • The building should have industrial power connection or should have applied for power connection.
    • The assistance of rent will be given with effect from the date of rent deed or three months prior to the date of production whichever is later.
    • The rent deed or lease deed should be for five years.
    • The assistance will be disbursed with interest subsidy and from the date of commercial production.

      • Agro & Food Processing – 100 persons
      • Assembling Enterprises with partial manufacturing facilities – 100 persons
      • Any other labour intensive industries/ sector, with minimum persons required to be employed by it, as decided by the State Level Empowered Committee time to time
    • Payroll incentive will be eligible only for new/additional Domiciled employees.

    • Assistance will be eligible to New enterprise as well as to existing enterprise for one time expansion.
    • Payroll assistance will be provided @Rs.1200 per person & additional Rs.300 per women employment. In case of expansion this payroll assistance will be provided only for additional domicile employees.
    • In case of expansion, the payroll assistance will not be eligible for reemployed person/s who had been relieved by the enterprise within one year period before commencement of production of expansion.
    • Interest Subsidy :7% maximum up to Rs. 1 crore per annum for period of 5 years.
    • VAT related incentives: Only 70% of eligible fixed capital investment of eligible unit will be considered for reimbursement. The eligible unit shall be entitled for reimbursement up to 1/5th of eligible limit in a particular year.

    To set up and upgrade and improve industrial infrastructure in the state.
  4. Eligible Institutions
    • Any Industries Association, Chamber of Commerce and Industries Or SPV of Industries (which are registered under Society Act, Trust or Company Act) or any Large project/ group of industries are eligible.
    • Any Department of Govt.. Govt. Agency or Authority, State and Central Govt PSUs, Boards. Corporations. Municipal Corporations will be treated as eligible institutes
    • Payroll incentive will be eligible only for new/additional Domiciled employees.
  5. Quantum of Assistance
    • Under the scheme, assistance will be considered up-to 60% of project cost or Rs. 25 Crores per project whichever less. The Committee may sanction the assistance upto 80% of the project cost by considering the special circumstances within overall ceiling of Rs.25 crores.
    • Committee may sanction upto 100% assistance to the projects of Govt. Departments Govt. Agency or Authority, State and Central Govt. PSUs, Board.
    • The Committee may consider undertaking specific studies for specific industries/industrial area/industrial development activities through professional institution/ reputed consultancy firm under the scheme and expenditure for such study will be incurred under this scheme.
    • In case there is no stakeholder for the development of the infrastructure of the industrial area/estate, Industries commissioner may appoint agency to undertake study on requirement of critical infrastructure and put up to Implementation committee for sanction of project and to appoint agency to execute the work.
    • If the assistance availed is less than 80% of project cost under any scheme of Govt of india , the balance assistance upto 80% of total project cost will be provided under this Scheme.

  9. Procedure for sanction of assistance
    For sanction of subsidy
    • The 2 (two) copy of application in prescribed format along with document mentioned in check list is to be prepared. One copy of application is to be submitted to industries Commissionerate office and one copy to GIDC in case of notified area/GIDC estate
    • One copy of application to concerned District Industries Centre if the application is outside the GIDC area/Notified area.
    • The other Govt Department/Board/Corporation, PSU may submit its application directly to IC office.
    • Chief Engineer, GIDC will recommend for the proposals of GIDC area/Notified area after technical scrutiny to I.C office.
    • In case of private estate/project, industries Commissionerate will scrutinize the application as per checklist within 7 days from receipt of application and reply to applicant if any necessary information or details required for project.
    • Discussion / presentation meeting may be convened with applicant, if required, within 21 days from receipt of application.
    • Agenda will be prepared within 30 days and placed before the Implementation Committee.
    • Sanction letter will be issued within 10 days from the date of approval of Minutes of Meeting

    GIDC area
    • A claim for assistance along with requisite information as per checklist to be submitted to concerned Executive Engineer, GIDC.
    • Executive Engineer to submit the verification report to C.E. GIDC within 15 days on receipt of claim.

    Non-GIDC area
    Proposal from Govt Department / Semi-Govt Department
    • Applicant has to submit report for disbursement after verifying technical and financial terms and conditions as indicated in the sanction letter, guidelines and SOR of their respective department with the total expenditure incurred for the project.

    • Setting up of new labs as well as for strengthening of exiting labs, set up with the assistance of State/Central Government.
    • Technology upgradation, modernization, research and development, contract research, testing evaluation, information dissemination, training activities etc
    • Strengthening, modernization and addition/ up gradation of existing facilities of Research and Development Institutions.
    • Adoption of clusters to carry out Technology study, Contract Research and Development of technology, Quality improvement etc.
    • Proposals for contract research from AICTE approved professional colleges, including autonomous colleges as well as collages affiliated to universities, taking up sponsored R&D work from industries
    • Sponsored R&D contract research project proposals from Industrial associations or individual industrial enterprise.

    • Assistance to laboratories established by Industries Association with the help of Government will be up to 60% of the project cost for machinery and equipment cost.
    • Assistance for Contract/Sponsored research work from any industrial enterprise/Industrial association to recognized R&D institution / technical collages approved by AICTE, will be considered @ 50% of project cost, excluding cost of land and building, subject to maximum Rs. 50 Lacs.

Guideline on the scheme for Assistance to Environment Management:(GR No. GID/102014-922884-G dtd 19/01/2015)

  1. Period of Scheme:

    The scheme of assistance will come into force from 1.1.2015 and will remain in force for a period of five years

  2. Who will be eligible for assistance for application for Environment?

    Any Existing enterprise which has filed EM-II / Udhyog aadhaar / IEM with concerned authority and is in production is eligible to apply.

    The applicant enterprise has to be in operation for atleast 3 years before the date of application and for that purpose Audited Balance sheet of last three years may be provided.

  3. Which are the eligible activities under the scheme for assistance to Environment Management?

    The eligible enterprise which Implements cleaner production Technology in place of Existing processes such as substitution & optimisation of raw material, reduction in water consumption or energy consumption or waste generation.

    Moreover, any other management project with use of Clean, efficient and innovative Pollution Control Equipment is also eligible under the scheme.

  4. What does Cleaner Production means?

    Here,Cleaner Production means;

    Cleaner Production is the continuous application of an integrated, preventive environmental strategy towards processes, products and services in order to increase overall efficiency and reduce damage and risks for humans and environment.

    Note:Cleaner Production is a management practise which is based on efficient and optimized way of utilizing resources so that wastes are not generated or less generated. It includes optimization / modification in the existing practise.

    • The savings of resources (fuel, electricity, water, material etc. whichever is applicable) are appreciable and proven, and are reflecting in overall resource consumption after the installation, for a longer period of time.

    And/or

    • Reduction in emissions to air, waste water and solid wasteare appreciable and proven, and are reflecting in overall emission of wastes after the installation, for a longer period of time.
  5. What does Cleaner Technology means?

    Here,Cleaner Technology means;

    Clean Technology is comparatively a new and innovative range of products, processes and services that harness materials and energy sources in a sustainable way, dramatically reduce the use of natural resources, and cut or eliminate emissions and wastes.

    Note:Cleaner Technology refers to a new technology / tailor made technology that is entirely designed to save the resources.It could be either of patented or non-patented. If the technology is patented, the eligible fixed capital investment shall also include the consulting as well as professional charges also. Any technology in the form as mentioned shall be considered as Clean Technology, provided –

    • The savings of resources (fuel, electricity, water, material etc. whichever is applicable) are appreciable and proven, and are reflecting in overall resource consumption after the installation, for a longer period of time.

    And/or

    • Reduction in emissions to air, waste water and solid waste are appreciable and proven, and are reflecting in overall emission of wastes after the installation, for a longer period of time.
    • the technology is recently introduced in market (not more than 3 years from the date of application)
    • in case the technology is older than three years, is not very common for all and its reach in the market is limited, on the date of application
    • in case the technology is older than three years but it is considerably costlier and Return of Investment is low.
  6. Definitions:

    (a) Project Cost: The Cost approved by State Level Implementation Committee under this resolution.

    (b) Eligible Fixed Capital Investment:Eligible Fixed Capital Investment means that capital investment made in plant & machinery and equipment etc. during the operative period of the scheme

    The capital investment made in plant & machinery includes auxiliary equipments, civil structure for installation and erection of plant & machinery and labour cost incurred on it. However, for the same component if any assistance is provided by any other scheme of Government of Gujarat will not be eligible as Fixed Capital Investment.

    Moreover, the date of receipt of application with inward number at IC office/DIC would be considered the date of receipt of application.

  7. What is the time limit to apply for the scheme for assistance to Environment Management?

    The applicant shall have to submit the application within 6 months from the date of completion of the activity.

    Here, the date of completion of the activity can be obtained from Project Completion Certificate of the Chartered Engineer. Hence, the Project Completion Certificate of the Chartered Engineer becomes important document for considering the application.

    The capital investment made in plant & machinery includes auxiliary equipments, civil structure for installation and erection of plant & machinery and labour cost incurred on it. However, for the same component if any assistance is provided by any other scheme of Government of Gujarat will not be eligible as Fixed Capital Investment.

  8. What happens when application is received after the time limit to apply for the scheme for assistance to Environment Management?

    When application is received before the time limit to apply for the scheme for assistance to Environment Management, the application is to be considered once the date of completion of the activity for Environment Management project is completed and has obtained Project completion certificate from Chartered Engineer. This is required to be informed to the applicant.

  13. What are the procedure for applying, scrutiny, verification, sanction and disbursement of assistance under the scheme?
    • Procedure to apply:
      • Applicant unit has to apply to Industries Commissionerate office in prescribed Application Form –AF – 01 within 6 months after completion of the project along with documents (in two sets) as per Check List CL – 01.
      • The expenditure statement should be as per Annexure-AX-12-A.
      • Project Completion Certificate (as in format Annexure-AX-12 -B) duly certified with Chartered Engineer is the required document along with the application.
      • Before implementation of the project, the real data should be maintained and provided for the period of atleast minimum one month for comparing it with the after implementation of the project.
    • Procedure for scrutiny:
      • Application Form should be received with relevant documents and checklist. It should be signed by authorised person.
      • The scrutiny should be performed as per the documents received.
      • The application date should be verified with the project completion certificate from Chartered Engineer. It should be verified that the application has been submitted within six months from the date of completion of the activity.
      • The constitution/ establishment of the enterprise is to be verified with the submissions.
      • The signed undertaking for not obtaining other financial assistance by GoG/ GoI scheme for same component / project.
      • Check the valid EM-II / IEM / Udhyog Aadhaar of the enterprise
      • Is last three year Balance Sheet of the enterprise provided? Check the Balance sheet for the proposed/ incurred expenditure, as reflected in it.
      • Financial details of the project, as submitted
      • Check the Chartered Accountant Statement and certificate provided
      • It is to be checked that Chartered Engineer Certificate mentions the civil construction, if any.
      • Justification of the comparative benefits of the implemented project.
      • To check that Environment audit report by empanelled auditor approved by GPCB or the auditor approved by SLIC is enclosed with the application.
      • Application with incomplete documents/details will be informed to comply with the check list requirement and follow up has to be taken up for compliance.
      • On basic scrutiny of the above, opinion from Gujarat Cleaner Production Centre (GCPC) is to be taken as per clause 3.4 of the GR.
      • Moreover, opinion from DIC/IC office(or concerned office) is to be taken, about any assistance/benefit, availed or not, in any other scheme of State Government for the project component of the mentioned in the application of the applicant.
    • Procedure for Physical Verification:
      • Physical Verification is to be carried out after submission of all requisite documents/ details.
      • Officials from GCPC and IC/DIC will visit the plant to verify the implementation made in the plant as per
        1. Bills related to capital investment made in plant & machinery including auxiliary equipment, civil structure and labour cost to erect the installation.
        2. Supporting documents to show the savings in natural resources / reduction in waste emission after implementation of project, such as electricity bills, fuel bills, water bills etc.
    • Note: It is crucially important to physically check the working of plant & machineries and the savings in natural resources / reduction in waste emission/generation and considerable results must reflect from the supporting documents, else the application cannot be considered for sanctioning.
    • The physical verification report format is as per Annexure- I.R-12
    • The physical verification report is to be submitted within a week from the date of physical verification.
    • If still any real time information or any other details are awaited then follow up for next fifteen days is to be carried out by verification team.
    • The physical verification report is to be submitted to State Level Implementation Committee for further process.

  6. Procedure
    For Eligible Activity: 1, 2 & 3
    The Applicant unit will have to apply to concern district industries centre in prescribed application form within six months from the date of completion of the activity along with documents as specified in check list.
    • On receipt of application with all details, DIC will scrutinize the application & The DIC will sanction the proposal.
    • After the sanction, district industries centre office will convey the decision within 8 days.
    • The applicant will submit details of expenditure to DIC. DIC will carry out site visit, verify the assets and expenditure incurred and submits the report to within 30 days.
    • The assistance amount will be disbursed as per availability of grant.

    For Eligible Activity: 4, 5 & 6
    • The Beneficiary of the scheme will have to apply to IC Office in prescribed application form within six months from the date of completion of the activity along with documents as specified in check list.
    • On receipt of application with all details, IC Office will scrutinize the application and submit to the State Level implementation committee for decision within 60 days.
    • After the decision of the committee IC Office will convey the decision within 15 days.
    • The applicant will submit details of expenditure to IC office. IC office will carry out site visit, verify the assets and expenditure incurred and submit the report to within 30 days.

    Scheme for Financial Assistance to Industrial Parks, Gujarat Industrial Policy, 2015.

  2. Operative Period

    The scheme will come into force from 1/1/2015 and will remain in operation for a period of five Years. (i.e. 1/1/2015 to 31/12/2019)

  3. Objective

    To promote and encourage Industrial Parks by Private Institutions which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.

  4. Definitions:

    Institution:

    Institution means any Industries Association / any enterprise registered under the Societies Act, Partnership Act or the Companies Act or SPV constituted for setting up of Industrial Park. Such institution will be eligible to avail assistance under the scheme for setting up of Industrial Park. In case of park having more than 100 hectares area, the Institution will be allowed to develop park with co-developer during the development of Industrial Park.

    Industrial Park:

    Industrial Park means an estate which is developed in minimum area of 20 Hectares for establishment of minimum 10 industrial units to manufacture any product or service and having basic infrastructure facilities such as developed plot, internal roads, water distribution facilities, sewage, power distribution, communication facilities, Hostel for workers and such other facilities/services as may be required. Industrial Park above 100 hectares will be facilitated and assisted by government in peripheral external link infrastructure like road, facilities for drawl of water, drawl of power including substation, gas and effluent . disposal etc. In case of park having more than 1 00 hectares area, the Institution will be allowed to develop industrial park with co-developer with prior permission of SLEC.

    Co-Developer:

    Co-developer means individual or legal entity who intends to participate in development of Industrial park with requisite capability of fund participation/technical skill/expertise in creation of infrastructure of Industrial Park. The co-developer will also be responsible for development of Industrial Park. GIDC may consider to enter into JV with developer of Industrial Park through transparent process to facilitate the Industrial project for allotment of land in Industrial park. The modality of JV shall be approved by the SLEC before entering into JV with GIDC.

  5. Quantum of Assistance:
    • The new Industrial Park will be provided incentive of @25 % of eligible fixed capital investment in building and infrastructure facilities (except land cost) maximum up to Rs. 30 crores.
    • In addition, the park will be provided financial assistance@25% of cost of Hostel/Dormitory Housing for domicile workers maximum up to Rs.20 crores. If prior approval of the committee for hostel/Dormitory housing for domiciled workers of the project is obtained.
    • The Developer of the Industrial Park eligible for reimbursement @100% of stamp duty paid on purchase of land as required for approved project by SLEC and Individual unit shall be eligible for reimbursement @50% of stamp duty paid by them on purchase of plot in the industrial park.
  6. Time limit for Project Completion:

    Project shall be completed within 5 years, 7 years and 10 years for the area of minimum 20 hectors, 50 hectors and 100 hectors respectively from the date of approval of the project by the State Level Empowered Committee

  7. Important things:
    • The Industrial Park/Estate are required to have minimum infrastructure facilities required for the Parks/Estates namely, internal roads, water distribution facilities, sewage collection and treatment, power distribution, communication facilities and other facilities as prescribed.
    • Indicative list of minimum infrastructure facilities are:

    • The Developer of Industrial Park/Estate shall have to follow Third Party Quality Assurance (TPQS) system for the entire infrastructure development in the Industrial Park.
    • Disbursement/requirement of the assistance sanctioned by SLEC shall be released on availability of Govt grant.
    • Terms and conditions as decided by SLEC from time to time, shall be applicable to the Private Institution for development of Industrial Park/Estate.

      • For reimbursement of final installment, developer have to submit application on along with all information as per checklist on completion of development of Park.

  3. Objective

    To promote and encourage Logistic Park by Private Institutions which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.

  4. Definitions:

    Institution:

    Institution means any Industries Association / any enterprise registered under the Societies Act, Partnership Act or the Companies Act or SPV constituted for setting up of Logistics Park shall be eligible to set up Logistic Park and will be eligible to avail assistance under the scheme

    Industrial Park:

    A logistic park means providing (1)logistic services like cargo aggregation/segregation, distribution, inter-modal transfer of material and container, open and closed storage, ambient condition storage for transit period, Custom bonded warehouse, container freight station, material handling equipment and Business & commercial facilities as per requirement of the park, etc. for efficient movement and distribution of semi-finished or finished products and (2) infrastructure like internal roads, power line, communication facilities, water distribution and water augmentation facilities, sewage and drainage lines, effluent treatment and disposal facilities and other facilities as per requirement of the park. The listed facilities are only indicative and the’ committee will finally decide based on the need of the area/location.(3) The institution have to develop Logistics Park at least in an area of 20 Hectors.

    Infrastructural Facilities:

    Cost Infrastructure facilities like internal roads, power distribution system. Communication facilities, water distribution system and water augmentation facilities, sewage and drainage system, effluent treatment and disposal facilities and other facilities as may be required within the Logistics Park will be eligible as a part of Logistics Park. For the purpose of eligible cost the SLEC will fix the norms for construction cost of these Infrastructural facilities.

  5. Quantum of Assistance:
    • The new logistics park will be provided incentive of @ 25% of the eligible fixed Capital Investment in building and infrastructure facilities (except land cost and transport vehicles and other ineligible expenses as mentioned in 1.4) maximum Rs 15 crores.
    • The Developer of the logistics park eligible for reimbursement@ 100% of stamp duty paid on purchase of land as required for approved project by SLEC and individual unit shall be eligible for reimbursement@ 50% of stamp duty paid by them on purchase of plot in the industrial park.
  6. Time limit for Project Completion:

  3. Who will eligible?
    The New Enterprises which are registered as an industrial unit as MSME with respective DIC are and obtained IEM form GOI are eligible to get benefit under the scheme for following purpose:
    • The New Enterprises, which is engaged in manufacturing of plastic products / items / articles by using plastic as a raw materials purchased within the state only, is eligible.
    • The enterprise that has availed assistance under this scheme will not be entitled to avail benefit under any other scheme of State Government, unless and otherwise specified under that scheme.
  4. Assistance Available
    4.1 Interest subsidy for New Enterprises:-
    • Interest subsidy up to 7% of term loan Maximum limit of Rs. 100 lakhs per annum, for 5 years. for fixed capital investment in building, new plant & machinery, equipment (including cost of installation, erection, transportation, electrification) and other related assets required for the manufacturing of the product. However, cost of land and land development will not be eligible.

    4.2 VAT Related Incentive to New Enterprises:-
    • The eligible new enterprise will be reimbursed @ of 80% of the net VAT paid for 5 years from date of commercial production. The VAT reimbursement amount would be 70% of eligible fixed capital investment. (excluding additional Tax and reduction of ITC as per the provision of the GVAT Act 2003)
    • The eligible unit shall be entitled for reimbursement up to 1/5th of eligible limit in a particular year.
    4.3 Interest subsidy for New Enterprises:-
    • Plastic material means organic polymers of high molecular mass from petrochemicals such as Polyolefin (LLDPE, LDPE, HDPE, PP), PVC, Nylon, Polyesters, Polystyrene, Polycarbonate, Polyamide (Nylon 6, Nylon 66) etc.
  5. Conditions for the Interest subsidy
    • The new enterprise has to apply for interest subsidy from the date of first disbursement of the term loan from financial institution.
    • The interest subsidy will be given to the new enterprise which pays regular installments and interest to the financial institutions. If the enterprise becomes defaulter, it will not get interest subsidy for the default period and such defaulting period will be deducted from 5 years period.
    • New enterprise which has obtained first disbursement and started commercial production during the operative period of the scheme will eligible for interest subsidy and VAT incentive from the date of production.
  6. Conditions for the VAT Incentive
    • The eligible unit shall pay the net VAT payable under the provisions of the Gujarat VAT Act,2003 in the Government treasury.
    • The amount paid on account of additional tax and reduction of ITC as per the prevision of the GVAT Act, 2003 shall not be reimbursement.
    • The reimbursement will be available for a period of 5 years from the dated of production, the eligible unit shall be entitled for reimbursement up to 1/5th of eligible limit in a particular year
    • Reimbursement of the incentive is not eligible again claimed by subsequent dealers by way of tax credit for interstate sales, branch transfer, consignment and exports.
    • The eligible unit shall manufacture the goods in its own unit for which it is eligible for incentives.
    • The eligible unit shall not transfer its business during the incentive period, nor assign its rights and responsibilities to any other agency.
    • The eligible unit shall have remained in production during the incentive period.
    • The scheme shall be reviewed the GST regime, but the total of assistance shall not exceed that available under this scheme.
  7. Conditions for the VAT Incentive
    • The enterprise will apply to Industries Commissionerate in prescribed format along with detailed project report.
    • The application will be scrutinized and will be put up before the State Level Empowered Committee (SLEC).
    • On approval of the committee, the registration certificate will be issued.
    • On commencement of the commercial production the enterprise will apply to Industries Commissioner for assistance under the scheme.
    • The Industries Commissioner will approve the interest subsidy and VAT incentive under this scheme.

  1. Name of the Scheme
    Scheme for Financial Assistance to GIDC for development of Industrial estate for MSEs. Gujarat Industrial Policy, 2015.
  2. Operative Period
    The scheme will come into force from 10/03/2015and will remain in operation for a period of five Years. (i.e. 10/03/2015to 09/03/2019)
  3. Objective
    To promote and encourage MSEs Industrial units by GIDC which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.
  4. Definitions
    MSE Industrial Unit: MSE industrial unit means Micro and Small enterprise as defined by Government of India under the MSMED Act 2006 and subsequent amendments made there under.
    Eligible Institution:
    The scheme shall be operated by GIDC and the Industries Commissioner office. The other Government PSUs and Municipal Corporations can also be considered under the scheme as applicable to GIDC
  5. Quantum of Assistance
    The assistance up to 50% of allotment price fixed by SLEC will be given directly to GIDC.GIDC will subsequently pass on such concession/assistance to MSEs
  6. Time limit for Project Completion
    GIDC shall have to develop the estate within three years from the date o: sanction or Procurement of land whichever is earlier. The SLEC may give approval for proposed Estate and subsequently GIDC will determine the price as per policy at the time of Allotment. GIDC will be permitted periodic increases in price after the completion of the estate subject to the approval of the SLEC.

    Infrastructure Facilities

  2. Operative Period

  3. Objective
    To promote and encourage MSEs Industrial units by GIDC which aim at upgrading and improving state infrastructure and to boost economic activity and employment generation.
  4. Definitions
    Industrial estate having basic infrastructure facilities like developed Plot, internal roads, water distribution facilities, power distribution and such other Facilities/ services as may be required developed for the establishment of MSEs to Manufacture any product.
  5. Quantum of Assistance
    GIDC will construct multi-storeyed structure having shed size around 50 Sq.Mts (500 Sq. Fts.) with adequate infrastructure like electricity connection, water, drainage and sanitation, Lift for transport of materials and Man Power etc. After the completion of the building GIDC will allot the sheds as per the allotment procedure mentioned in para 4 of this resolution. GIDC will fix the price per Sq.Mts. or Sq.Fts by adding all the expenditure incurred for development of plot including infrastructure and overheads as per the prevailing policy of GIDC along with the re-fixation of upset price of land at the point of fixation of price. The assistance up to @ 50% for the development of project will be given directly to GIDC.GIDC will pass on such assistance on pro rata basis to MSEs.
  6. Time limit for Project Completion
    The MSEs shall have to continue its production for five years from the date of production. If unit fails to comply this condition, the GIDC shall take possession of plot/ Shed and transfer it to another MSEs. The Industrial unit shall be given their original amount after deducting the outstanding charges if any.

  3. Who is eligible to get the benefit?
    • Any individual/group of individuals having innovative idea/Concept will be eligible.
    • Universities/education institutions, Incubation Centre/PSUs/R&D Institutions/Private and other establishments will be eligible as an institution to support and mentor to innovators as approved by Committee.
  4. Eligible Activities:

    Innovative Project:

    Innovation is the process of introducing new or making changes with updated technology, large and small, radical and incremental, to product, processes, and services that results in the introduction

  5. Assistance available:

    A. Assistance for Innovation:

    • Institution will support to the innovator by providing mentor services.
    • Institution will allow the innovator to use facilities available in the institution for start ups.
    • Rs. 10000/- per month will be provided to the innovator as sustenance allowance for one year whose project is recommended by institution as approved by Committee.
    • Up to Rs. 5 Lakhs assistance will be provided to the institution for mentoring service.
    • Up to Rs. 10.00 Lakhs assistance will be provided for Cost of Raw Material/Components & other related equipment required for the innovative process for the new product development based on approval of the committee.
    • Govt. will support selected innovator to get free access to University/Libraries/Govt. Laboratories/SDCs(GIDC)/CoE/PSUs to have more clarity on his innovative ideas/concept.

    B. Assistance once the Idea/Concept get commercialized.

    • Marketing/publicity assistance of up to Rs. 10.00 lakhs will be provided for the introduction of innovated product in the market.
      • Project of Innovated Product will be assisted in getting Venture Capital.
      • VAT Related Incentive
        • The eligible unit shall pay the net VAT payable under the provisions of the Gujarat VAT Act, 2003 in the Government treasury.
        • The eligible unit will be allowed reimbursement to the extent of 80% of the net VAT paid excluding the following: (a) Additional Tax, and (b) Reduction of ITC as per the provisions of the G VAT Act, 2003.It is clarified that the amount paid on account of additional tax and the reduction of ITC as per theprovisions of the G VAT Act, 2003 shall not bereimbursed.
        • Only 70% of eligible fixed capital investment of eligible unit will be considered for reimbursement.
        • The reimbursement will be available for a period of five years from the date of production or the completion of limit of 70% whichever is earlier.
        • The eligible unit shall be entitled for reimbursement up to 1/5th of eligible limit in a particular year.
        • Restrictions will he made to ensure that the amount reimbursed is not again claimed by the subsequent dealers by way of tax credit for interstate sales, branch transfer, consignment and export.
        • The eligible unit shall manufacture the goods in its own unit for which it is eligible for incentives.
        • The eligible unit shall not transfer its business during the incentive period, nor assign its rights and responsibilities to any other agency.
        • The eligible unit shall remain in production during the incentive period.
        • The scheme shall be reviewed under the GST regime, but the total of assistance shall not exceed that available under this scheme.

    C. The project will be eligible for other benefits available under MSME schemes

  8. Procedure
    • The institution which intend to promote the start ups, will submit its proposal to Industries Commissioner for approval of Committee as Nodal Institute.
    • The innovator will approach institution with his proposal of innovative idea/concept for recommendation.
    • The Committee will approve idea/ concept of an individual or group of individuals duly recommended by institution.
    • The institution will submit proposal to Industries Commissioner to avail assistance for providing mentoring services and the committee will sanction the assistance based on number of innovators.
    • The institution will submit proposal to Industries Commissioner to avail assistance for Cost of Raw material/ components & other related equipment required for innovation of new product/ process development based on number of innovators.
    • The selected candidate whose project is approved by the committee will be eligible for sustenance allowance for one year and it will be paid by Director, CED.
    • Assistance to the Nodal Institution will be released by Industries Commissioner.
    • Once the idea get commercialized, the Innovator will apply to Industries Commissioner to avail benefits such as venture capital assistance, marketing/ Publicity support and apply to DIC for assistance under MSME scheme and Net VAT reimbursement etc.
  9. Procedure for disbursement

    Disbursement of the amount as per the decision of the SLIC, after receipt of claim/consent by the applicant and subject to the availability of the fund.

PROCEDURE FOR AVAILING ASSISTANCE TO INDUSTRIAL UNIT PURCHASING P&M DURING THE EXHIBITION “PLAST INDIA 2015”

  1. Name of the Scheme
    The scheme is available to the manufacturing units of Gujarat State which purchases machinery manufacturers from Gujarat based or outside Gujarat.
  2. Government Rules
    IMD GR No: MIS-102014-838475-P Sachivalaya, Gandhinagar
  3. Purpose of the Scheme
    • To promote Industrial Exhibitors /Trade fairs and sale of Plant& Machinery displayed in the exhibition, with a view to benefiting exhibitors (sellers) and buyers, hence the growth of Gujarat based industries increases.
    • To take lead in sale of Machinery in Plast India -2015
  4. Incentives
    • Assistance @ 5% of the value of Plant & Machinery purchased from Gujarat based machinery manufacturer during Plast India -2015 by industrial unit or Rs. 100 Lakhs whichever is less.
    • Assistance @3% of the value of Plant & Machinery purchased from machinery manufacturer other than Gujarat State based manufacturer during, Plast India -2015 by industrial unit or Rs. 75 Lakhs whichever is less.
    • The assistance will be only for Machinery value fixed at the time of booking during the exhibition or actual value period whichever is less.
    • Only basic value and excise duty to be considered as value of machinery and will exclude the cost of guarantee and warranty fee, transportation, installation & erection cost and other taxes.

  7. Procedure for approval of assistance
    Buyer: (Purchaser)
    • Buyer must be Industrial Unit registered in Gujarat State which possess valid TIN number & having obtained EM-I OR EM-II as the case may be OR IEM from GOI for manufacturing of one or more products.
    • The industrial unit will have to install Plant & Machinery and start production activity on or before 31/03/2017.
    • To submit to concerned DIC the prescribed Application from with proof of placing order for purchase of machinery from exhibition taking part in the Plast India Exhibition, Mahatma Mandir, Gandhinagar during 5th February 2015 to 10th February 2015.
    • Thereafter Industrial Unit shall inform the concern DIC that the Plant &Machinery Purchased during Plast India 2015 exhibition have installed and payment is made to the exhibitors.- Application Part –II (Intimation of Machinery Installation)
    • The assistance will be released by concern DIC after due verification of purchase, installation of machinery payments to the Supplier.

    For exhibition Organizer and Plant and Machinery manufacturer (Exhibitor):
    • To register exhibitors and sent the list of exhibitors to Industries Commissionerate on or before 6th February 2015.
    • To send list of Manufacturers –Exhibitors with Dome no/Stall No. & details of machinery displayed/ sold to Industries Commissionerate
    • Take order of industrial unit (of Gujarat state) with 10% value of Machinery as an order booking deposit and issue receipt of such10% payment as on advance with order confirmation mentioning delivery time.
    • Seller must have TIN number, EM-II OR IEM from GoI

    Both Organizer/Exhibitor will submit the details of order booking during the exhibition to Industries Commissionerate within 60 days from the last date of Exhibition and in prescribed Performa and copy of the sale order.

    Industries Commissionerate :
    • To obtain list of Manufacturer- Exhibitors with dome Nos& Stall Nos. from Plast India – 2015 organizers.
    • To obtain details of purchaser manufacturing units to sellers-manufacturers-exhibitors from Plast India 2015 organizers
    • To percolate information to all DIC’s & issue guidelines to follow.
    • To monitor the application, sanction, disbursement &grant, budgets etc.

    District Industries Centre :
    • Concerned GM DIC will issue receipt of part-I application.
    • The GM DIC will issue a receipt of application part –II received from the purchaser & proceed for verification & approval.
    • GM, DIC will issue sanction after observing necessary procedure & disburse the approved claim after obtaining necessary grants from budget allocations.
    • GM DIC to, report IC Office on monthly basis with list of Part-I and Part-II application, the requirement of grant & send progress report.

  1. Name of the Scheme

    Financial Assistance to Industrial Estates/Parks in Private Institutions should be provided core Infrastructure in manufacturing sector.

  2. Operative Period

    Come into force from the issuance of this GR and remain in force for five Years.
    (i.e. 26/02/2013 to 25/02/2018)

  3. Objective

    To identify the need to promote and encourage Industrial Parks by Private Institutions which aim at upgrading and improve State

  4. Definition of Core Infrastructure Facilities

    Core Infrastructure facilities shall include cost for development of infrastructure such as internal roads, power line, communication facilities, water distribution line and water augmentation facilities , sewage and drainage lines, effluent treatment and disposal facilities and other facilities as may be required in the Park. The expenditure incurred for the core infrastructure development, excluding the land cost, shall be considered.

  5. Manufacturing Sectors

    Gujarat Government announced its intention to attain to specific interventions in the sub-sectors of, Auto and auto Components ,Solar and Wind equipments manufacturing, Specialty and fine Chemicals, Electronic System Design and Manufacturing (ESDM) and Food and Agro Business.

  6. Eligible Institutions
    • Private Institution:

      Any Industry association/industrial House or Institution registered under Societies Act, Partnership Act or the Companies Act shall eligible to avail assistance under the scheme for assistance to Industrial Parks/Industrial estates be treated as a Private Institution.

    • Industrial Park:

      An Industrial Park coming up in private area/GIDC Estate for the establishment of Industrial units in the focus sectors. The Industrial Park shall have a minimum of 25 Industrial units.

    • Date of Project Completion:

      Project shall be completed within 5 years from the date of approval of the project by the State Level Approval Committee. Buildings, Infrastructure Facilities & Utilities should be completed within four (4) years from the date of approval of project by SLAC. On submission of valid reasons by the Developer, the SLAC may extend completion period by one year to complete buildings, infrastructure facilities, utilities.

  7. Quantum of Assistance
    • The new Industrial Park will be provided incentive of 50 % of total expenditure limited to Rs. 20 crores for core infrastructure developed within the Industrial Park.
    • The Developer of the Industrial Park and the first purchaser of Individual unit shall be eligible for exemption on payment of Stamp duty and registration charge on purchase of land required for the project as approved by SLAC. However, subsequent transactions shall attract stamp duty and other charges as applicable at the prevailing rates.

    • The Industrial Park/Estate are required to have minimum infrastructure facilities required for the Parks/Estates namely, internal roads, water distribution facilities, sewage collection and treatment, power distribution, communication facilities and other facilities
    • Indicative list of minimum infrastructure facilities are:
      • Asphalt Road/Cement Concrete Road.
      • Strom water drainage system.
      • Domestic sewerage collection and disposal system
      • Streetlights.
      • Open & Green spaces.
      • Water & Power supply & distribution network.
      • Entrance gate & security & communication network.
      • Parking
      • Effluent treatment, collection & disposal.
      • Fire station/Fire fighting facilities with equipments.
    • The developer of Industrial Estates/Parks availing incentive under the scheme will not be eligible to avail incentive under any other schemes of the State Government, unless specified otherwise. However, the units coming up in the Industrial Estates / Parks will be eligible to avail incentives under separate schemes of the State Government.
    • Approval of the Industrial Parks/Estate shall be accorded by SLAC.
      • Registration under the Scheme shall be approved by SLAC.
      • The assistance under the scheme shall be proportionally reimbursed in four installments within a maximum period of 4 years from date of possession of land.
      • Certificate for exemption in Stamp Duty and Registration charges shall be issued after the approval of the project by SLAC.
    • The Developer of Industrial Park/Estate shall have to follow Third Party Quality Assurance (TPQS) system for the entire infrastructure development in the Industrial Park.
    • Disbursement/requirement of the assistance sanctioned by SLAC shall be released on availability of Govt grant.
    • Terms and conditions as decided by SLAC from time to time,shall be applicable to the Private Institution for development of Industrial Park/Estate.
    • SLAC will be empowered to prescribe forms, checklist & procedure and will issue guidelines in this regard.

    The industrial estates/parks are required to have minimum infrastructure facilities required for the estates/parks namely internal roads, water distribution network, drainage treatment, effluent treatment, power distribution network, communication network and other facilities.

    For sanction of subsidy:

    • In-principle approval of the proposed Park
      • Application in prescribed format.
      • Constitution of Applicant Company/Institution.
      • Project Report.
      • Annual Report of the promoter Company/Institution.
      • Copy of Acknowledgement under Industrial Park Scheme
      • Layout plan of Industrial Park.
    • Final approval
      • Detailed Expenditure statements with C.A. Certificate.
      • Chartered Engineer Certificate.
      • GPCB/MoEF Clearance, if required.
      • Third Party Quality Assurance( TPQA) Certificate
      • Project Completion Certificate.
  10. Procedure for sanction of assistance.
    • In-principle approval to Industrial Park:
      • Scrutiny of application submitted in prescribed format as per checklist.
      • Developer is to be called for presentation within 15 days from receipt of application.
      • To be prepared agenda for approval of State Level Approval Committee within 21 days after presentation.
      • In-principle approval letter to be issued within 10 days from the date of approval.
      • Benefit of the stamp duty/exemption after approval by the SLAC.

      Stamp duty Certificate will issue by I.C

    • Final Approval to Industrial Park:
      • The assistance under the scheme shall be proportionally reimbursed in four installments within a maximum period of 4 years from date of possession of land.
      • The assistance under the scheme would be disbursed first installments after the applicant enters an agreement with Industries Commissioner office.
      • On reimbursed of first ,second and third installments on adhoc basis with chartered Accountants ,Chartered Engineer’s Certificate and Detailed Expenditure Statement.
      • On reimbursement of final installments , developer to submit application on letterhead along with all information as per checklist on completion of development of Park endorsing copy to concerned DIC.
      • The team headed by GM DIC will inspect the site and submit report for eligible investment incurred under the scheme within 30 days from receipt of the application.
      • On final installments , Agenda to be prepared for approval of State Level Approval Committee within 21 days on receipt of verification report.
      • A formal approval letter will be issued within 10 days from approval.
      • Agreement will be executed between Developer & IC within 7 days on first disbursement installments.
      • Pay order will be issued within 10 days from receipt of copy of registered agreement deed.
      • Simultaneously, Grant Allocation Order will also be issued subject to availability of Grant.
      • On receipt of grant and pay order, bill will be lodged with Pay and accounts office and treasury office by the IC office within 7 days.
  11. Other conditions
    • The incentive is for development of Industrial Park suitable for setting up of minimum 25 Industrial units in atleast an area 100 acres .In the case of Food and Agri business the minimum area shall be 50 acres .
    • Prior approval of SLAC is required before commencement of infrastructure facilities. Expansion or modification/modernization of existing Industrial Park/GIDC estate, shall not be eligible under the scheme.
    • The promoter/Developer of Industrial Park or a SPV constituted for the purpose shall maintain the park for minimum period of five years from the completion of Park. Otherwise, the sanctioned /disbursed/ reimbursed amount shall be recovered as arrears of land revenue under the Land Revenue Laws.
    • Project shall be completed within 5 years from the date of approval of the project by the State Level Approval Committee (SLAC). Buildings, Infrastructure facilities & utilities should be completed within four(4) years from the date of approval of project by SLAC. On submission of valid reasons by the Developer, the SLAC may extend the project completion & the Buildings, Infrastructure facilities & utilities completion period by one year.
    • The detailed O&M arrangement and mechanism for third party inspection will have to the set up as an integral part of the project to claim assistance under the Scheme.
    • Project need to be approved by SLAC before commencement of work. Any scheme, already indicated will not be eligible. The decision/interpretation of SLAC regarding the matter will be final.
    • The Promoter /Developer of Private Institution of the Industrial Park / Estate or a SPV constituted for the purpose will maintain the park. Otherwise the sanctioned/disbursed/reimbursed amount will be recovered as arrears of land revenue under the Land Revenue Laws.
    • Failure to complete core infrastructure facilities & utilities as mentioned in 2.1(c) (in GR) within the period of four years from the time of possession of land shall attract recovery of stamp duty as per rules.
  12. General Conditions
    • If the project sanctioned under the scheme mentioned above is not giving the definite outcome, which was envisaged during the sanction of the project, the committee will decide to take over the entire project and may transfer to any other Government agency such as Municipal Corporation, GIDC, Concerned Urban Development Authority, Nagarpalika etc. or to any private company as decided by SLAC.
    • The sanctioned cases under the above referred schemes continue to get benefit as per the terms and conditions of the sanctioned order. The application pending may opt for new scheme to be de declared, if eligible. However, projects sanctioned and / or under implementation under this scheme will get additional one year and assets acquired and paid during this additional one year will also be considered for assistance under this scheme. The conditions for projects under pipeline will be decided by the implementing committee on the basis of the review of the projects under the scheme.
    • The disbursement of the assistance shall be reimbursed proportionate to the expenditure incurred.
    • The detailed procedure and guidelines for the implementation of the scheme would be approved by SLAC and will be circulated by Industries Commissioner, Gandhinagar.

    The assistance under the scheme would be disbursed after the applicant enters an agreement with Industries Commissioner office.

    The Scheme for financial assistance by way of credit linked Interest Subsidy in Ginning & Pressing, Cotton Spinning, Weaving, Dyeing & Processing, Knitting, Garment/Made-ups, Machine Carpeting, Machine Embroidery and any other activities/ process like crimping, texturising , twisting, winding, sizing etc. within the Textile value chain.

  3. What are the eligible activities to get the benefit?

    The textile manufacturing units of following type only will be eligible for financial assistance under the Scheme:

    • Spinning
      • Spinning activities means setting up of unit having the raw material as 100% cotton OR with blended of any textile fibres OR any kind of spun yarn based on the cotton spinning system or technology from Blow room to Yarn packaging (Winding).Spinning operation can be performed on Ring spinning, Rotors or Jet Spinning.
    • Ginning & Pressing, Weaving (with or without preparatory) Dyeing &Processing, Knitting, Garment /Made-ups Machine Carpeting, Machine Embroidery and any other activities/process like crimping, texturising, twisting, winding, sizing etc. within the Textile value chain.
      • Investment in Plant & Machinery as specified in the updated list of machinery under TUF scheme of Government of India from Time to Time or as decided by State Level Approval Committee (SLAC).
  4. Who is eligible to get the benefit?

    The textile manufacturing units of above eligible activities are eligible to get benefit under this scheme for following

    • For establishing new enterprises which commence commercial production during operative period of the scheme. OR
    • For carrying out expansion or diversification with investment more than 50% of its existing gross fixed capital investment with or without forward / backward integration.
    • For Modernization of existing unit by investing more than 25% of its existing gross fixed capital investment of plant & machinery to upgrade technology by way of adopting new technology/ production process and/or improving quality of products
    •  Synthetic filament yarn manufacturing is excluded under the scheme. In alternative such units may avail MSME or other state Govt. Scheme.
  5. Assistance available

    Maximum interest subsidy will be at the rate of 5% per annum for five years. (7% for Spinning unit and garment/made-ups unit) for for five years.

  6. Other Conditions
    • For the purpose of interest subsidy, the enterprise shall get term loan from Financial Institution/ Bank recognized by Reserve Bank of India.
    • The enterprise applying within one year of loan disbursement will be eligible.
    • Disbursement of the loan should be within the operative period of the Scheme.
    • The enterprise must start commercial operation within the operative period of the scheme.
    • This interest subsidy will be in addition to any other incentives available from other schemes of Government of India.
    • The interest subsidy will be available only on interest levied by the Financial Institution. Penal interest or other charges will not be reimbursed.
    • The interest subsidy will be for five years OR for the period of repayment of loan whichever is earlier.
    • The interest subsidy will be given to the enterprise which pays regular installments and interest to the financial institutions. If the enterprise becomes defaulter, it will not get interest subsidy for the default period and such defaulting period will be deducted from 5 years period. The defaulter will be considered as per RBI.
    • Disbursement will be made only after unit commences commercial production.
    • Unit will have to remain in commercial production/services at least for 10 years from the commencement of commercial production.
    • If unit has any pending Government dues, it will not get assistance under this scheme unless it pays all such pending dues.
    • All the benefiting enterprises shall file information about annual production, sales, power consumption and such other details as may be asked by DIC on 31st of March annually.
  7. Scheme -1 Power tariff subsidy (Para 5.4)
    • Power tariff subsidy @ Rs. 1 per unit in billed amount of the utility for the units for 5 years for cotton spinning industries & weaving units for establishing new or expansion or diversification of existing enterprises and units with second hand eligible imported machineries as mentioned in para 5.3(ii) and 5.3(iii).
    • The subsidy will be paid to utilities by Industries Commissionerate after verification of claims.
    • The enterprise setting up captive power plant will be given assured supply of lignite by GMDC for period of five years from date of production.
  8. Scheme -1 VAT Concession (Para 5.5)
    • Refund of VAT by unit on purchase of intermediate product /raw material (except for certain goods and transactions not eligible for tax credit under The Gujarat VAT Act 2003)
    • Remission of tax collected on end product/intermediate product within entire value chain from cotton to Garment and made ups.
    • 100% of eligible investment in plant & machinery made within one year.
    • Two years in case of investment more than Rs. 500 crores.
    • Concession will be from the date of production.
    • The concession will be available within 8 years from the date of production
    • Eligibility certificate for VAT concessions will be issued by the Industries Commissionerate
    • In case of VAT/and CST replaced by Goods and Service Tax or any other similar law the interest of unit will be adjusted.

  11. Procedure for sanction
    • The proposal along with the documents as per the checklist should be submitted to the respective District Industries Centers (DICs).
    • On receipt of application, DIC will scrutinize the application and query letter will be issued within 10 working days for incomplete documents.
    • A complete application along with all required documents, DICs will scrutinize and forward the proposal to Industries Commissioner,who will submit before the State Level Committee for its decision.
    • The State Level Approval Committee will decide the incentives as applicable under the Scheme.
  12. Procedure for disbursement
    • After commercial production unit will apply to DIC for claim of interest subsidy.
    • On receipt of interest subsidy claim with all documents mentioned in check list. The physical inspection will be carried out by DIC for the following purpose.
      • Whether unit has started commercial production? and is it in continuous production ?
      • Whether Conditions of Sanction letter / expansion/diversification / modernization are fulfilled?
      • Amount of claim should be calculated as per provision of GR by DIC before asking the grant.
    • The above inspection will be completed within 15 working days and report will be submitted to textile branch of Industries Commissionerate within 10 working days
    • On receipt of claim report from DIC, Industries Commissionerate will place the grant to DIC in individual or in groups.(Time limit: 15 working days)
    • DIC will make disbursement within next-7 days on receipt of grant.

    Technical Textiles are defined as textile materials and products used primarily for their technical performance and functional properties rather than their aesthetic or decorative characteristics. Depending on the product characteristics, functional requirements and end-use applications, the highly diversified range of technical textiles have been grouped into 13 sectors application-wise.

    • Agrotech (Agriculture, Horticulture and Forestry)
    • Buildtech (Building and Construction)
    • Clothtech (Technical components of shoes and clothing)
    • Geotech (Geo-textiles and Civil Engineering)
    • Hometech (Components of furniture, household textiles and floor coverings)

    The textile manufacturing units of above groups activities are eligible to get benefit under this scheme for following:

    • For establishing new enterprise which commence commercial production during operative period of the scheme.
    • For carrying out expansion /diversification with investment more than 50% of its existing gross fixed capital investment.
    • Exiting enterprises investing more than 25% in cost of its existing plant & machinery for carrying out modernization to upgrade technology.
  5. Assistance available

    Maximum interest subsidy at the rate of 6% per annum, for period of 5(five) years or for the period of repayment of loan whichever is earlier, will be available.

    • The machinery of Technical/Industrial textile as listed and identified under TUF scheme or compatible with TUF scheme or aor as decided by SLAC will be considered eligible.
    • In case of second hand imported machineries eligibility will be determined as per para 6.1.2 Quantum of Assistance & other provisions of GR.

    • For the purpose of interest subsidy, the enterprise shall get term loan from Financial Institution/ Bank recognized by Reserve Bank of India.
    • The enterprise applying within one year of loan disbursement will be eligible.
    • Disbursement of the loan should be within the operative period of the Scheme.
    • The enterprise must start commercial operation within the operative period of the scheme.
    • This interest subsidy will be in addition to any other incentives available from other schemes of Government of Gujarat.
    • The interest subsidy will be available only on interest levied by the Financial Institution.Penal interest or other charges will not be reimbursed.
    • The interest subsidy will be for five years OR for the period of repayment of loan whichever is earlier.
    • The interest subsidy will be given to the enterprise which pays regular installments and interest to the financial institutions. If the enterprise becomes defaulter, it will not get interest subsidy for the default period and such defaulting period will be deducted from 5 years period.
    • The interest subsidy will be considered from the date of payment of first installment of term loan.
    • Unit will have to remain in production at least for 10 years from the commencement of commercial production.
    • If unit has any pending Government dues, it will not get assistance under this scheme unless it pays all such pending dues.
    • All the benefiting enterprises shall file information about annual production, sales, power consumption and such other details as may be asked by DIC on 31st of March annually.

    • After commencement of commercial production, unit will apply to DIC for claim of interest subsidy.
    • On receipt of interest subsidy claim with all documents mentioned in check list. The physical inspection will be carried out by DIC for the following purpose.
      • Whether unit has started commercial production? and is it in continuous production ?
      • Whether Conditions of Sanction letter / expansion/diversification / modernization are fulfilled?
      • Amount of claim should be calculated as per provision of GR by DIC before asking the grant.

  3. What are the eligible activities to get the benefit? (para 8.2)
    • The enterprise acquiring the technology for the first time in India for specialized application will be considered eligible under the scheme.
    • The acquisition of technology can be in any form, including purchase of drawing and design and technology development through engaging experts/ R&D institution and/or technical consultancy firm. Mere import of machinery or Technology will not be considered as Technology acquisition.
    • Gujarat based textile machinery manufacturers can also avail the benefit for technology collaboration from abroad.

    • The enterprises acquiring the technology will be provided financial assistance of upto 50% of the investment for technology acquisition / collaboration, with maximum of Rs 25 lakhs per process/product once during operative period of the scheme.
    • The assistance will be reimbursed after incurring of expenditure for technology acquisition and up gradation.
    • The enterprise availing the benefit for the same purpose under any other scheme of State Government will not be eligible to get benefit under this scheme.

    4.1 Who is eligible for assistance?
    • Any Training Center, which intends to provide training in sewing and other tailoring related activities, set up by different institutions, NGOs and private entrepreneurs and registered by Directorate of Employment & Training (DET) and intending to establish new training centers to provide training for different skills of apparel production.
    • Any other promoter/ institute intending to establish new training centers to provide training for different skills of apparel production.
    4.2 Assistance available
    • 50%, subject to a limit of Rs. 20 lacs per center, of their investment towards purchase of equipment and machinery (including installation cost), electrification and necessary furniture.
    • The training centers will be required to provide training as per the norms of MES/AEPC or State Level Committee/ Anchor Institutions.
    • The Institution/Training centre shall create mechanism for assessment of trainees either in line of MES,GCVT or third party assessment body or Institutions empanelled as decided by SLAC from time to time

    • Account branch will prepare the bill & present it before Treasury. (Time limit: 7 working days)

Assistance for advanced training to Power loom owner/ jobber and worker

  1. Name of the Scheme
    The scheme is known as assistance for advanced training to power loom owner/ jobber and worker to upgrade skills to work on Auto looms, High speed auto looms and Shuttle less looms and to improve their working style, skill and behavior.
  2. Operative Period
    From 05/09/2012 to 04/09/2017
  3. Who is eligible to get the benefit ?

    Power loom, jobbers and weavers and owners

  4. Assistance available
    • Allowances towards cost of transport & incidental expenses
      • to weavers @ Rs. 200/- per day for duration of two days
      • to Jobbers @ Rs. 300/- per day for duration of six days.

    No allowances will be given to Power loom owner.

  5. Other Conditions
    • The scheme will be operated through ATIRA, MANTRA and similar Institutions.
    • No fees will be charged by the Institution from weaver, jobber or owner for providing training.
    • Training period will be two days for weaver, six days for jobber and two days for power loom owner.
    • Fees to experts, practical training, facilities for training etc. will be decided in consultation with the office of Industries Commissionerate for each training program.
    • Reimbursement of actual cost for such expenditure will be given to ATIRA/ MANTRA or similar institutions as approved by State Level Committee.

    • The DIC will verify the proposal & forward to the Industries Commissionerate with its recommendation. (Time limit: 15 working days).
    • On receipt of above report, Salt & Textile branch shall issue disbursement order to Account branch of Industries Commissionerate, subject to availability of grant. (Time limit: 10 working days)
    • The bill will be prepared by Account branch and will be submitted. (Time limit: 10 working days)

  1. Name of the Scheme
    The Scheme is known as support for setting up of following type of Textile and Apparel Park anywhere in Gujarat Para 10.1.(ii), (ii), (iii).
    • Textile and Apparel-
      with provision of location of minimum 20 members of manufacturing/ service enterprises (max 25% service & allied enterprise)
    • Spinning Park –
      with provision for location of minimum 10 members of spinning units with minimum 150 acres Land, besides up to 35% land to be utilised for weaving activities.

  3. Who is eligible to get the benefit ?

    Group of Industries, an Industry Association/industrial house/co-operative society/ institution registered under the society Act/partnership Act / or company Act or any Government body like GIDC shall be eligible as developer.

  4. Assistance available
    • Up to 50% with maximum limit of Rs 10 Crore ( Rs 30 crores for spinning park) of total project cost for establishing common infrastructure facilities, excluding land cost.
    • Exemption payment of stamp duty on purchase of land required for park
  5. Other Conditions
    • The Park must have provision for the location of minimum 20 members of manufacturing / Service enterprises.
    • The park should be implemented i.e. developed, financed, constructed, maintained and operated as per approved Scheme
    • The Park needs to create minimum common infrastructure. Common infrastructure eligible for assistance as defined in Para 11.2, 11.3 & 11.4 of G.R
    • The project to be completed within three years from the date of approval
    • Expansion, modification / modernization of existing industrial Park not eligible
    • Developer / promoter to hold minimum 20% equity participation in project

  8. Procedure for sanction and Disbursement
    • The proposal for getting the assistance should be submitted to the respective District Industries Centre (DIC).
    • The DIC will verify / scrutinize the proposal & Forward to the Industries Commissionerate  with recommendation
    • On receipt of above report, Salt & Textile branch submit before the State level committee
    • The State level committee will approval the assistance as applicable under the scheme
    • The Textile branch will convey the decision about the decision of the committee about approval/non approval to the applicant, after approval of the minutes of the meeting.

    Assistance to States for Developing Export Infrastructure and Allied Activities (ASIDE).

  2. Guidelines of ASIDE Scheme
  3. O M No & Date:

    Office Memorandum F. No: 20/07/2000 – State Cell dated 06/09/2002 of State Cell, Department of Commerce, Ministry of Commerce and Industry, Government of India, New Delhi.

  4. Objective:

    The objective of the scheme is to involve the state in the export effort by providing assistance to the State Government for creating appropriate infrastructure for development and growth of exports.

  5. Eligible Agencies:

    Under the scheme, funds for the approved projects may be sanctioned to:-

    • Public Sector undertakings of Central/ State Governments
    • Other agencies of Central/ State Governments
    • Export Promotion Councils/ Commodity Boards
    • Apex Trade bodies recognized under the EXIM policy of Government of India and other apex bodies recognized for this purpose by the Empowered Committee set up under para 8.
    • Individual Production/ Service Units dedicated to exports.
  6. Quantum of Assistance:
    • The assistance is being provided to a non-government agency shall be restricted to 50% of the total project cost or Rs. 7.5 crores, whichever is less.
    • For projects of Government Department/Body/Agency,the State Level Export Promotion Committee (SLEPC) may consider full funding of the project on merits.
  7. Criteria for approval of projects:
    • Land free from all encumbrances is prerequisite for consideration of projects for assistance under ASIDE.
    • The proposals must show a direct linkage with the exports
    • The proposed investments should also not duplicate the efforts of any existing organization in the same field.

    I. The project proposal should be exhaustive and precise. All aspects related to projects should be supported by data, surveys and projections for future etc.

    The report should contain, inter alia, detailed cost benefit analysis, details of cost of each components of the project, benefits accruing from the projects in both qualitative and quantitative terms, for growth and exports.

    5 Technical and financial appraisal(vetted) report prepared by the competent authority either of State Government or Local Bodies like municipalities etc. or other statutory bodies etc. on the basis of prevailing Schedule of Rates(SOR)
    6 Land acquisition certificate/ document related to availability of land
    7 If finance from source has been tied up, then submit sanction letter of the institution/bank/other source otherwise submit an undertaking that the company will borne the project cost excluding assistance sanctioned
    8 Project Phasing Details and Expected date of project completion
    9 Copy of Government clearances required if any
    10 Note on direct linkage of the proposal with the exports, justify the required infrastructure/project for increasing export of the beneficiaries and expected growth in export due to the project
    11 Confirmation about “The proposed investment should not duplicate the efforts of any existing organization in the same field”

    For Disbursement of Assistance:

    A claim for assistance along with following documents should be submitted to IC office endorsing copy to the concerned DIC.

  9. Procedure
    A. For Sanction of Assistance:
    • The applicant shall have to apply to the office of Industries Commissioner in a prescribed application form along with all documentsgiven in the checklist.
    • The application/proposal will be scrutinize and discussion/presentation meeting will be arranged with applicant, if required.
    • Agenda will be prepared and placed before the State Level Export Promotion Committee (SLEPC) for approval.
    • On approval of the project, Sanction Letter will be issued.
    B. For Disbursement of Assistance:
    • Applicant shall have to submit a claim for assistance along with all documents given in the checklist to the Office of Industries Commissionerendorsing copy to the concerned District Industries Center.
    • The Joint Inspection Team of District Industries Center will inspect the siteand submitreportto the Office of Industries Commissioner, as per the conditions indicated in the sanction letter and guidelines of ASIDE, for eligible investment incurred under the scheme.
    • Industries Commissionerate will accord approval to Nodal Agency-GIDC to disburse the amount of assistance.
